The Early Learning Resource Center (ELRC) helps parents with their child care needs. Whether you’re looking for child care or need help paying for it, the ELRC can help.
HOW DO I PAY FOR CHILD CARE?
The state and federal governments have made funding available to assist qualifying low income families pay for their child care fees through the subsidized child care program.
The program pays a portion to the child care provider and the family pays a co-pay.
You can call or visit the closest ELRC or apply on line at www.compass.state.pa.us. To learn more, call their Hotline at 1 888 461-KIDS (5437)
HOW DO I SELECT CHILD CARE?
By reaching for the STARS. Pennsylvania’s Keystone STARS programs promotes quality in child care and Head Start programs. Your ELRC can help you understand the importance of finding quality child care providers and what to look for, along with questions to ask when visiting a child care program.

By calling the Hotline at 1-888-461-KIDS (5437). ELRC specialists assist families in making informed child care choices.
The ELRC will talk to you about your child care needs and share information with you about high quality early learning programs.

APPLY ONLINE
To apply for subsidized child care on line, please visit the state’s online Compass website.

You may also print a subsidized child care application and mail or drop off to your closest ELRC office.
